Click on 'Downloads' in the website navigation bar. Click on a file link to start the zip file download. You would 'open' the downloaded file or you can double click zip files to open them on Windows.
You unzip the downloaded zip file to the Game's InterfaceAddons folder and you are done.

Warcraft only finds addons when it starts. Close Warcraft before you install an addon.

When you click a file link a dialog box should ask to 'Open' or 'Save'. If you click 'Open', then it will download the file and then show the contents. Near the top of the window that shows the file contents is a 'Extract all files' button. Left click that and then click 'Browse..' in the new window that opens. If you don't know the addon folder location, then look at the shortcut (right click and select properties) you use to launch Warcraft to get the path to where it is installed. Use the 'Select a destination' window that opened to left click on 'Computer' then (C:) or whatever drive it is installed on. Continue to click until you are at the game's 'InterfaceAddOns' folder.

If Carbonite is not loading when you login with a character.
Check the 'World of WarcraftInterfaceAddons' folder for these folders and files:

Look in the Carbonite folder. You should see:

If you don't see these files, then try the steps again, since you probably unzipped it to a different location and the game will not be able to load the files.
Still have old version:
Check the version number in the Addons list or the Carbonite minimap button tooltip. If it shows a lower number that what you just downloaded, then you unzipped it to the wrong folder.
If you have Vista, then the 3.0.2 patch probably moved your AddOns folder and you may be unzipping to the old location.

General Debugging Steps:
Reboot the computer.

You need to delete it from every location, so you can have a clean install. Unzip the downloaded Carbonite zip file to 'ABCWorld of WarcraftInterfaceAddOns'. You would now have a 'ABCWorld of WarcraftInterfaceAddOnsCarbonite' folder. Look in the Carbonite folder. Do you see Carbonite.lua, Carbonite.toc and Carbonite.xml files? They would be at 'ABCWorld of WarcraftInterfaceAddOnsCarboniteCarbonite.lua' 'ABCWorld of WarcraftInterfaceAddOnsCarboniteCarbonite.toc' 'ABCWorld of WarcraftInterfaceAddOnsCarboniteCarbonite.xml' If you don't then you probably made a Carbonite folder and unzipped into that, which will not work. You unzip the files to 'ABCWorld of WarcraftInterfaceAddOns'. The Carbonite folder will be made when you unzip the zip files. Run WoW and check the addons list by clicking 'Addons' on the character select screen. Carbonite should be shown. Log in with the registered character. Check the version number in the Carbonite minimap button tooltip.
Settings Won't Save:
If the game settings won't save, you will see the license agreement every time you log in.
Addon settings are saved by the game when you log out. Many people have had that problem with Warcraft in general, Vista makes it worse and it normally effects the entire game, not just a single addon. On Vista, right click the shortcut you use to start the game and select 'Run as administrator'. If that makes the settings save, then it is a permissions problem. On XP, right click the shortcut you use to start the game and select 'Run as..', click 'The following user' and set the user name to Administrator. If that makes the settings save, then it is a write permissions problem. The WTF folder may be Read-only. You can right click the WTF folder in the World of Warcraft folder, select Properties and make sure it is not set to 'Read-only'. You could also rename the WTF folder to WTFold and see if it starts saving.
